It’s Time for Congress to Create an Employment Verification System That Works
Fact Check
Mandating E-Verify won’t fix a broken employment verification system.
Did you know the New Employee Verification Act (NEVA - H.R. 5515) offers an alternative to E-Verify that builds upon the success of a system already in use by 90% of U.S. employers?
- NEVA would replace the current paper-based and error-prone I-9 process – upon which E-Verify is based – with a secure electronic verification system.
- E-Verify has enrolled less than 1% (60,000) of all employers. If mandated, the Department of Homeland Security would need to launch a costly campaign in order to enroll thousands of new employers each and every day.
- H.R. 5515 utilizes the existing “new hire” reporting process already used by 90% of U.S. employers, avoiding a costly effort to enroll millions of employers.
The New Employee Verification Act will mandate a national employment verification system for new hires that is reliable, efficient and secure.

The Human Resource Initiative for a Legal Workforce (www.legal-workforce.org) represents human resource professionals in thousands of small and large U.S. employers representing every sector of the American economy. The HR Initiative and its members are seeking to improve the current process of employment verification by creating a secure, efficient and reliable system that will ensure a legal workforce and help prevent unauthorized employment, a root cause of illegal immigration.
